FOREWORD

We have great pleasure in commending this Unitary Development Plan to the public of Bridgend County Borough.

It is a very significant part of the corporate policy of Bridgend County Borough Council, and sets out guidance for the future use of land throughout the Authority’s area until 2016, providing certainty for the public and developers alike.

The Plan is also very important in deciding planning applications. By law, it is the principal factor to be considered. Decisions based upon the plan will affect everyone in the area.

The Plan has been subject to extensive public involvement and consultation through exhibitions, local seminars and public meetings in all parts of the County Borough. In addition, the Public Inquiry into the Plan heard nearly 2,000 representations. Substantive changes have been made to the 2001 deposit version to reflect the issues raised and those recommendations of the Inquiry Inspector accepted by the Council.

This Plan is the first for the County Borough to be set explicitly in the context of Local Agenda 21. Many of the policies reflect the imperatives of sustainable development. Wales is believed to be the first nation anywhere under a statutory duty to give regard to such issues in its decision making processes, and they have been fully considered during the preparation of this document, which has been the subject of a sustainability appraisal, or ‘green audit’.
